MILWAUKEE, Wisconsin - January 23, 2009 - Saving Wisconsin school programs, jobs and benefits threatened by budget cuts was the impetus behind a new cost-cutting full service insurance plan developed by the Cooperative Educational Services Agency # 7 (CESA 7). Depending on a school district’s number of employees, the plan offers savings from $92,000 to almost $4 million each year. The new plan was unveiled at the January 2009 Wisconsin State Education Conference in Milwaukee.
Titled WISISP (the Wisconsin School Insurance Savings Plan), it includes Health, Dental, Long-Term Disability, Life, Vision, Worker’s Comp, and Liability insurance coverage. WISISP matches the coverage of the school district’s current insurance plans, but discounts those rates up to 20%, according to CESA 7 District Administrator Jeffrey P. Dickert.
“For small school districts with 70 employees using all the insurance options, the estimated annual savings is $92,263.32. For the largest school districts with 2,850 employees using all the options, annual savings can total $3,960,265.00,” Dickert said.

Dickert noted that a major benefit of this savings plan is that, because the new plans will match current plans and negotiated employment contracts, school districts will not have to deal with changing or renegotiating those contracts. “All that will change is the provider,” he said, “It’s a simple, no-hassle switch.”
Dickert said it was exciting to introduce WISISP to School Business Officials and Superintendents during the January 21-23 Wisconsin State Education Conference at the Midwest Center in downtown Milwaukee. “I was not surprised by the strong response. As a past superintendent for Stratford, Oconto and Kohler school districts, I know firsthand the devastating impact budget cuts and revenue caps can have on Wisconsin school programs and projects. WISISP is a positive answer to a serious educational concern.”
